Background

Lebanon has faced significant socio-economic challenges since the 2019 financial crisis, exacerbating structural gender-based inequalities that disproportionately affect Lebanese women. Despite some progress in increasing women’s political representation, such as the rise in female ministers from 3.4% to 31.6% between 2019 and 2021, systemic barriers and cultural norms continue to limit women’s participation in senior political positions. The lack of a well-defined governmental strategy for women’s leadership further perpetuates their exclusion from politics. This project, in collaboration with UN Women, aims to provide customized technical support to female political leaders in Lebanon, helping them overcome these barriers and enhance their impact on the political landscape.

Triangle’s Assignment

• Capacity Building Assessments: Triangle will perform rigorous capacity-building assessments to tailor support based on the specific needs and existing capabilities of female political leaders. This targeted approach will enhance the effectiveness of the support provided.
• Strategic Planning and Stakeholder Engagement: Triangle will conduct comprehensive situation analyses and stakeholder mappings to understand the socio-political landscape and identify key actors. This strategic planning will ensure that project activities are aligned with the evolving needs of female political leaders.
• Mobilization of Feminist Actors: Triangle will work towards increasing the mobilization of feminist actors across civil society, academia, the private sector, and government. This collaborative effort will foster a supportive network for female political leaders.
• Technical Meetings with Experts: Triangle will organize several technical meetings, bringing together female political leaders and subject matter experts. These meetings will facilitate knowledge exchange and deepen the leaders’ understanding of complex issues.
• Gender Perspective Integration: Triangle will integrate gender perspectives into all support provided, aiming to bridge existing gender gaps. This approach will ensure that all support mechanisms are aligned with gender equality goals.
• Empowerment through Position Papers: Triangle will develop and deliver a series of position papers that address key economic, social, and environmental issues. These papers will provide female political leaders with the necessary information and arguments to engage in impactful policy discussions and decisions.
• Strategic Policy Briefs: Triangle will create a series of policy briefs to offer strategic insights for legislative drafting and monitoring. These briefs will help female leaders craft informed and effective laws, enhancing their legislative impact.
• Technical Advice on Legislative Drafting: Triangle will provide technical advice on drafting multiple high-quality laws. This support will ensure that the legislation proposed by female leaders is well-crafted, precise, and aligned with legislative standards.
• Effective Communication with Talking Points: To support female leaders in public debates and discussions, Triangle will produce sets of Talking Points. These Talking Points will equip leaders with clear and concise messages, enabling them to articulate their perspectives effectively.
• Monitoring and Evaluation of Social Norms: Triangle will document positive changes in social norms related to gender equality and women’s leadership. This monitoring will help in understanding the impact of the project and in promoting further advancements.
