Evaluating Cash Assistance in Yemen for Multi-Sector Impact 

A timely, comprehensive review of a major cash consortium’s work paves the way for evidence-driven learning and lasting change.

Background 

In Yemen, ongoing conflict and economic instability have left communities struggling to meet their most basic needs. To alleviate the crisis, a multi-organization cash consortium has been providing flexible cash transfers to vulnerable populations, allowing families to allocate resources where they’re needed most—food, shelter, healthcare, and beyond.  

The Challenge 

Despite its potential to offer immediate relief and bolster resilience, cash assistance can present challenges in coordination, monitoring, and impact measurement—especially in fragile contexts like Yemen. To enhance effectiveness and accountability, the consortium required a comprehensive evaluation that would capture lessons learned across multiple sectors, from livelihoods to protection.  

Our Approach 

Triangle conducted a robust, all-encompassing evaluation of the consortium’s cash assistance programs. Key steps included:  

  • Holistic Data Collection: We gathered quantitative and qualitative data from a variety of sources—beneficiaries, local partners, field staff—to capture diverse perspectives on the utility and impact of cash assistance.  
  • Multi-Sector Analysis: By examining outcomes in livelihoods, protection, and other relevant sectors, we identified how cash transfers catalyze broader socioeconomic benefits beyond meeting immediate needs.  
  • Rapid Completion & Knowledge Transfer: Our team delivered findings in a timely manner, ensuring that recommendations could inform the consortium’s 2025 strategic planning and learning initiatives without delay.  

Results and Impact 

The evaluation’s findings are already shaping the consortium’s programming and strategy:
