Protection Monitoring and Advocacy Reporting

A comprehensive assessment strengthens protection efforts for Syrian refugees and host communities through data-driven insights and advocacy.

Background

Lebanon has faced significant challenges due to the large influx of Syrian refugees, straining its resources and infrastructure. To address these challenges, robust protection monitoring and advocacy efforts are crucial. The Danish Refugee Council (DRC) initiated a project to collect and analyse data on protection concerns, evaluate intervention effectiveness, and provide evidence-based recommendations. The goal is to improve humanitarian response and ensure vulnerable populations receive essential protection and support.  

As part of the project, Triangle was commissioned by DRC to conduct protection monitoring and advocacy reporting. 

The Challenge

Despite ongoing efforts, gaps in protection monitoring persist. Inconsistent data collection, lack of coordination, and limited information-sharing mechanisms have hindered the ability to develop targeted interventions. Strengthening the understanding of protection risks and enhancing advocacy strategies are essential for improving conditions for refugees and host communities.

Our Approach

The assessment synthesizes qualitative and quantitative data to produce actionable insights. 

  • Data Collection & Analysis: Analysed approximately 1,000 quantitative surveys and 30 focus group discussions to identify key protection concerns and trends. 
  • Protection Monitoring Frameworks: Mapped existing data collection and processing mechanisms to assess their effectiveness and alignment with national and international protection standards. 
  • Stakeholder Engagement:Identified key actors involved in protection data collection and collaborated with government officials, humanitarian agencies, and community leaders. 
  • Challenges & Gaps Assessment: Evaluated barriers to harmonizing protection-related information and proposed mechanisms to improve data sharing among institutions. 
  • Advocacy & Policy Recommendations: Provided concrete recommendations to enhance evidence-based, gender-sensitive protection policies and integrate findings into national-level information systems. 

Results and Impact 

  • Improved Data-Driven Decision-Making: Strengthened protection monitoring frameworks, ensuring more accurate and actionable data for policymakers and humanitarian actors. 
  • Enhanced Coordination & Information Sharing: Proposed solutions for better harmonization of protection-related data collection and dissemination. 
  • Capacity Building for Stakeholders: Provided training and resources to empower DRC and other humanitarian actors in leveraging findings for improved advocacy and policy impact. 
  • Monitoring and Advocacy: Provided a monthly assessment for all actors in the protection space to monitor and track refugee protection issues 

Looking Ahead

Triangle’s assessment equips DRC and other stakeholders with the tools to enhance protection monitoring and advocacy in Lebanon. By fostering data-driven approaches and strengthening coordination, Triangle will continue to contribute to a more effective and sustainable protection environment for refugees and host communities alike
