Providing Tailored, Decision-Ready Technical Support to Women Political Leaders in Lebanon
In a context marked by prolonged political paralysis, economic collapse, and entrenched gender inequality, women political leaders in Lebanon continue to face structural barriers to meaningful participation and influence in decision-making. Since 2019, these challenges have intensified, increasing both the technical complexity and political sensitivity of policy and legislative work.
In response, UN Women partnered with Triangle to design and deliver a tailored, on-demand technical assistance mechanism supporting women political leaders’ engagement across key policy and legislative processes. The initiative aimed to strengthen women’s influence in decision-making by equipping them with decision-ready policy, legislative, and communications support aligned with rapidly evolving political priorities.
The Challenge
Conventional, standardised technical assistance models proved ill-suited to Lebanon’s volatile political environment. Women leaders required flexible, responsive support capable of adapting to shifting agendas, compressed timelines, and politically sensitive reform debates. The work demanded not only technical depth, but also strong political judgement, coordination across multiple stakeholders, and the ability to translate complex analysis into outputs usable within legislative, oversight, and public debate contexts.
Our Approach
Triangle provided end-to-end, demand-driven technical accompaniment tailored to the priorities of participating women leaders and responsive to changing political dynamics. Support spanned the full policy cycle and cut across multiple thematic domains, including governance reform, economic and fiscal policy, environmental and energy issues, social protection, electoral frameworks, and private-sector regulation.
Key features of the approach included:
• Flexible, on-demand delivery: Working directly with women political leaders, Triangle adapted support in real time as reform priorities evolved, moving beyond predefined thematic boundaries to respond to emerging needs.
• Full policy-cycle support: Assistance covered issue scoping and evidence generation, political positioning, stakeholder mapping and alignment, legislative drafting, and public communication—often under tight timelines and high political pressure.
• Integrated technical coordination: Triangle convened and coordinated diverse technical inputs—spanning legal analysis, public policy design, political economy considerations, and advanced sectoral diagnostics—ensuring coherence and alignment across parallel initiatives.
• Decision-ready outputs: Complex analysis was synthesised into clear, usable products such as policy briefs, position papers, draft legislative language, and talking points, designed for immediate use in parliamentary debate, oversight functions, and consensus-building processes.
• Trust-based facilitation: Sensitive coordination among women leaders and stakeholders with differing priorities and political affiliations was supported through discreet, trust-based engagement grounded in strong local contextual awareness.
Results & Impact
The initiative contributed to strengthened influence and effectiveness of women political leaders across multiple dimensions:
• Enhanced participation in decision-making: Sustained technical accompaniment enabled women leaders to engage more confidently and substantively in policy and legislative processes, advancing gender-responsive governance across priority reform areas.
• Improved policy coherence and feasibility: By balancing technical rigour with political realities, the support helped ensure proposals remained credible, defensible, and strategically positioned within Lebanon’s institutional landscape.
• Stronger coordination and consensus-building: Triangle’s role as a coordination hub facilitated alignment among women leaders, technical experts, and stakeholders, supporting progress on contested and politically sensitive issues.
• Increased public visibility and engagement: Tailored communications support strengthened women leaders’ ability to articulate policy positions in public forums and media engagement, reinforcing their presence in national debates.
Looking Ahead
This assignment demonstrates the value of tailored, on-demand technical support models for advancing women’s political participation in complex and fragile contexts. By combining technical excellence with political acumen and trusted coordination, Triangle helped bridge the gap between analysis and action, enabling women political leaders to operate more effectively within Lebanon’s challenging governance environment.
Building on this experience, Triangle will continue integrating gender equality considerations across its work and supporting shifts in institutional practices and social norms that expand women’s leadership and influence—contributing to Lebanon’s progress toward UN Women’s vision of gender equality and women’s empowerment.
